Forms, functions and powers of counties, cities, and limited purpose local government districts. Course materials will include: 1) vertical governmental organization--the relationships between local and state governments and the relation of both to the federal government; 2) horizontal governmental relations--how neighboring local governments deal with one another on issues such as funding public services, and regional planning; 3) internal relationship between local governments and their citizens--voting systems, when and how citizens can legally challenge the decisions of a local government.
