Biography: Kamala H. Shugar is a full time Assistant Attorney in Charge at the Oregon Department of Justice, managing 10 attorneys in the Child Advocacy Section in Eugene. She advises DHS Child Welfare in several areas of agency and administrative law, including licensing, child protective services and public records responses. She also advises the agency in drafting legislation and promulgating administrative rules. Since 2013, she has served as an instructor in both the Legislative Issues Seminar and State Administrative Law courses at the University of Oregon School of Law. She currently serves on the Oregon State Bar’s Legal Services Program committee and is writing a chapter for the OSB Juvenile Law Desk Book. Frequently a regular instructor for juvenile law conferences, Kamala also served as faculty at the American Association of Public Welfare Attorneys’ national conference in 2015. Raised in Pleasant Hill, Oregon, Kamala earned a Bachelor of Arts in both Journalism—Public Relations and Political Science from the University of Oregon and her J.D. from the University of Oregon School of Law.
