Kelsey McCowan Heilman is a staff attorney with Oregon Law Center, where she represents low-income clients in employment, housing, civil rights, and administrative matters. Prior to joining OLC, Kelsey spent three years as a law clerk to the Hon. Ann Aiken of the U.S. District Court for the District of Oregon and one year as a law clerk to the Hon. Susan Graber of the U.S. Court of Appeals for the Ninth Circuit. Before clerking, she worked as a staff attorney at the New Mexico Center on Law and Poverty, where she focused on healthcare, public benefits, and predatory lending.
Kelsey is a native Oregonian and a graduate of South Eugene High School. She earned her B.A. magna cum laude from Trinity University and received her J.D. summa cum laude from the University of Pennsylvania Law School.
