Biography

Heather Merfeld is an experienced attorney with a professional and educational background in federal environmental law. As a law student, she participated in the University of Oregon Law School’s environmental clinic, and ultimately received her law degree with an emphasis in environmental and natural resources law in 2001. She became a member of the Oregon State Bar the same year. Since that time, Ms. Merfeld’s practice in law has involved federal environmental law, torts, contracts, probate, estate planning, real estate, creditor-debtor and domestic relations.

In addition to her legal background, Ms. Merfeld has a degree in psychology from Boston University, and in education from Oregon State University. She began teaching undergraduate Environmental Law and Policy at Oregon State University in the spring of 2024, which included an overview of nuisance law, constitutional law, the National Environmental Policy Act, Clean Air Act, Clean Water Act, Administrative Procedure Act, energy policy, and climate change policy.
