Biography

Heather is a staff attorney with Oregon Law Center, where she works on housing and homelessness. Previously, she clerked for the Honorable Joel DeVore at the Oregon Court of Appeals. Heather has worked for nonprofits advocating for civil rights and democracy reform, and she was a cooperating attorney and board member for the American Civil Liberties Union of Oregon. She served as a member of the City of Eugene’s Civilian Review Board and as its liaison to the Human Rights Commission, and she was a renter advocate on the City of Eugene’s Housing Code Enforcement Advisory Board. Heather received a Ph.D. in Sociology, a J.D., and an M.S. in Conflict and Dispute Resolution from the University of Oregon. Heather earned her B.A. in Sociology in her hometown, Missoula, from the University of Montana. Heather’s research has focused on racial and economic discrimination and inequality, with an eye towards promoting evidence-based approaches to social problems.
